You probably want to read the Material Library comments in the What's
New section of the help file.

The first entry in the list of libraries is the scene itself... this
was hardcoded in the last version. Now the textures in a scene are
treated just like a library, allowing you to freely move and copy
materials between libraries or between a library and the scene....
